Yeah. It's also kinda lacking members, to some extent.
A Protogrove is the beginning of a Grove. It only takes one ADF member to start one, and they have to become a Grove in under 3 years (unless there are circumstances that prevent that). Protogroves don't have to hold open rituals, but they do need to at least provide 8 open to the public "events".
A Grove is at least three ADF members who decide that they want to be a Grove. There are some requirements, like holding 8 open to the public rituals per year, doing community service, and such things.
There's also a third type of Grove, that I didn't designate on that map: the Fully Chartered Grove (as opposed to Provisionally Chartered Grove). These Groves have had 9 members for 2 full years, have a clergyperson among them, and have all the other requisite items for a Provisional Charter.
